is it possible to create popup notifications for the alerts window

I think we've done that already - we added browser notifications a week or two ago.

I can confirm that I'm getting browser notifications for both Firefox and Chrome on my MacBook pro. If you go to the alerts page, it should ask you for permission to create browser alerts. If you want the alerts, then you need to grant permisison.
